SENIOR VOICE ENGINEER

Terms: 6 Month Contract (3x 6 Month extensions available)

Hours: Full Time (37.5 Hours / Week)
Project Description:
Technology Services (TS) is responsible for several large-scale IT projects for the Health Authorities of British Columbia. These projects can include IT infrastructure, cloud, and other strategic initiatives.
Technology Services requires a Senior Voice Engineer to support a variety of voice telephony infrastructure projects including Oracle SIP Infrastructure components which includes Oracle Enterprise Connection Broker (ECB) Enterprise Operations Monitor (EOM) Session Border Controller (SBC).
Services Required:
Critical / Mandatory Skillset:
- Demonstrate expert-level knowledge, possess real-world experience and references of successfully delivering projects of similar complexity or size/magnitude.
- Possess at least 2 years of hands-on experience with complex service provider-level SIP Network and associated troubleshooting.
- Experience with deploying transcoders, header manipulation rules, normalizing SIP traffic and other VOIP PBX interconnections.
- Experience with Firewalls, SIP Trunking, Peering and Quality of Service (QoS) and associated voice technologies.
- Experience with Oracle/ACME Packet SIP components and systems.
- Experience with Designing, testing and implementing Dial plans supporting the conversion of PRI to SIP carrier trunking on Oracle SBC, and SIP to PBX technologies.
- Lead the transition to Operations of Oracle Session Border Controllers for Ongoing Migration Involving Skype to Teams, VoIP PBXs, Fax over IP.
- Implementation, upgrade and support of Oracle SBC hardware & software.
- Implementation, upgrade and support of Oracle ECB and EOM Software.
- Perform system maintenance, upgrades, and migration.
- Provide input to the problem management process, including assessing and evaluating software and hardware anomalies.
- Support the root cause analysis efforts to determine problems and develop remediation activities.
- Interact with vendor support service groups to ensure proper support during outages or periods of degraded system performance.
- Create and maintain standard operating procedures and guides for new and/or existing perimeter hardware and software.
- Address Tier III escalation issues.
Desirable skillset:
- Oracle or ACME Packet SIP system certification (i.e. Oracle Communications Session Border Controller Implementation Essentials certification (Exam code: 1Z0-400), Acme Packet Certified Professional Network Engineer (ACP-N) certification.
- Be located within British Columbia’s Greater Vancouver area
Specific Qualifications or Experience Required:
- A level of education, training, and experience equivalent to a university degree or technical diploma in a program such as communications technology, appropriate vendor network certification, and four years of recent voice networking experience.
- Three years of demonstrated experience with voice network equipment implementation/planning, site assessments, low voltage cabling, racking and physical commissioning of voice and network equipment, application of network standards and network issues.
Constraints and Special Considerations:
- Candidates must be located within British Columbia’s Greater Vancouver area – while PHSA is still following a work from home mandate for administrative staff, there will be project requirements for:
- Ad-hoc on-site meetings
- An eventual plan to return to work from office
- Successful Proponents will obtain, supply and pay for all labor, materials, equipment, tools, facilities, permits, approvals and licenses necessary or advisable to provide the Services. Laptops and associated peripherals will not be provided.

- A Degree in Consulting Category related disciplines and a minimum of four (4) years of related Consulting Category experience; or
- A Diploma in Consulting Category related disciplines and a minimum of five (5) years of related Consulting Category experience; or
- A Certificate in Consulting Category related disciplines and a minimum of six (6) years of related Consulting Category experience; or
- An absolute minimum of eight (8) years of directly related Consulting Category experience.
