Location: Irving, TX
Duration : 6 Month Contract-to-Hire
Rate Range : $65-80/hr
Position Overview
Our client, a growing organization in the insurtech space, is seeking a Program / Portfolio Manager to oversee execution across multiple value streams supporting a proprietary insurance platform. This role is critical to helping mature delivery practices, improve documentation and governance, and enable the organization to scale effectively.
The Program / Portfolio Manager will partner closely with product, technology, and external vendors to drive coordinated delivery across application development initiatives, third‑party integrations, and risk‑sensitive programs in a regulated environment.
Day‑to‑Day Responsibilities
Program & Portfolio Leadership
- Oversee multiple value streams, typically consisting of 5–7 team members per stream (Product Managers, Product Owners, and Scrum Masters)
- Manage delivery across concurrent initiatives, ensuring alignment to business priorities and platform strategy
- Ensure consistent execution practices across teams as initiatives scale
- Pull existing Product Managers into new initiatives as needed to support emerging product work
Third‑Party & Vendor Management
- Own oversight of existing third‑party vendor contracts, including renewals and updates
- Lead optimization of third‑party integrations with a long‑term goal of standardizing APIs
- Partner with external vendors and integration partners, including insurance brokers, to embed integrations directly into insurance quote offerings
Process & Documentation Maturity
- Create, formalize, and scale delivery processes and documentation
- Establish repeatable governance practices to support organizational growth
- Improve visibility, consistency, and execution discipline across programs
Leadership & Stakeholder Engagement
- Provide direct people leadership, including hiring support, interviewing, and performance management
- Build strong relationships with internal stakeholders, internal customers, and external partners
- Act as a trusted partner to leadership across product, technology, and business teams

Success Measures
First 90 Days
- Develop a deep understanding of the platform, value streams, and integration landscape
- Build credibility and strong working relationships with delivery teams, stakeholders, and vendors
- Assess gaps in documentation, tooling, and delivery processes
By 6 Months
- Lead optimization of third‑party integrations
- Help land integrations that become embedded components of insurance quote offerings
- Begin standardizing APIs and integration patterns across the platform
- Introduce improved governance, documentation, and delivery rhythms
Required Qualifications
- 5–7+ years of experience as a Program Manager or Portfolio Manager
- Proven direct leadership experience, including hiring, interviewing, and performance reviews
- Strong background in process creation, documentation, and organizational maturity
- Experience working in Agile environments with Product Managers, Product Owners, Scrum Masters, and engineering teams
- Hands‑on experience with delivery and planning tools, including:
- Wrike
- Planview (or transitioning to Planview)
- Azure DevOps (ADO)
Preferred Qualifications (Plusses)
- Experience in Property & Casualty (P&C) insurance
- Prior experience using Planview and/or Azure DevOps in scaled delivery environments
