Location: Austin, Texas (On-site)
An experienced IT Procurement Specialist is sought to support advanced IT sourcing initiatives. This role focuses on mission-critical procurement activities, including large-scale and high-value contracts. The position operates with considerable latitude for initiative and independent judgment within public sector procurement.
- Lead and coordinate IT sourcing activities in alignment with agency policies and state laws.
- Develop solicitations, including scope of work, specifications, and contract requirements.
- Distribute quote requests, evaluate vendor bids, and provide award recommendations.
- Ensure compliance with state procurement policies, regulations, and procedures.
- Support sourcing for complex IT commodities, services, and equipment.
- Collaborate with stakeholders to define requirements and optimize cost versus value.
- Facilitate workgroups with internal customers to gather input for procurement strategies.
- Develop and implement process improvements, policies, and sourcing standards.
- Prioritize workstreams and support operational sourcing goals.
- Provide vendor management and contract administration support.
Experience: 8+ years of experience in IT procurement, sourcing, or vendor management.
Knowledge & Expertise:
- In-depth knowledge of State of Texas procurement laws, regulations, and contract management guidelines.
- Knowledge of purchasing methods, sourcing strategies, and market analysis.
- Knowledge of vendor performance evaluation and contract negotiation strategies.
- Knowledge of sourcing and vendor management principles.
Core Competencies:
- Demonstrated skill in developing and managing solicitations and procurement projects.
- Ability to draft and manage standard form contracts.
- Effective communication skills, including preparing and delivering presentations to leadership.
- Ability to interpret policies, procedures, and regulatory requirements.
- Proven ability to manage multiple priorities and meet deadlines.
- Strong analytical, problem-solving, and relationship-building skills.
- Ability to work independently and as part of a cohesive team.
- 8+ years of experience specifically in IT procurement within the public sector.
- Experience supporting state agencies, universities, counties, or municipalities.
- Certified Texas Contract Manager (CTCM).
- Certified Texas Contract Developer (CTCD).
