Job Description:
Location: San Diego, California (On-site)
A position is available for a senior, customer-facing Program/Project Manager. This role provides an opportunity to join a team delivering enterprise IT solutions across multiple departments and business groups. The selected candidate will support a Program Management Office and be assigned multiple projects from a local government technology office.
- Develop and review project requirements to ensure high-quality delivery.
- Oversee Software Development Lifecycle (SDLC) processes, including design, development, testing, and release management.
- Drive project execution using Agile, Scrum, Waterfall, or hybrid methodologies.
- Collaborate with architects and engineering teams to implement modern, scalable solutions.
- Prepare proposals and statements of work, and develop project estimates, work plans, and implementation strategies.
- Create and manage detailed project plans, including critical paths, task dependencies, and major milestones.
- Manage project resources and budgets in alignment with approved plans.
- Lead cross-functional project teams and provide performance feedback and mentoring.
- Manage delivery within a matrixed organization and oversee multiple third-party vendors.
Education: A Bachelor's degree in a field such as computer science, project management, or a related discipline is required. An active PMP certification is also required.
Experience: Candidates must have 5-10 years of experience leading and managing IT projects or programs. This includes experience with Waterfall, Agile, or Scrum methodologies, backlog and workflow management tools, and supporting State & Local Government clients. Experience leading hybrid or on-site delivery teams with stakeholder engagement requirements is necessary.
Skills: The role requires the ability to identify critical tasks and drive projects without impacting budget or schedule. Strong verbal and written communication, problem-solving skills, and attention to detail are necessary. Foundational understanding of computer hardware, software, business principles, and production processes is required. Candidates must have working knowledge of tools such as the Microsoft Suite, including MS Project, and ServiceNow.
