Job Description:
The Environmental Compliance Project Manager is responsible for leading environmental permitting, compliance, and risk-management activities associated with the development, construction, and operation of new data center campuses. This role serves as the primary environmental subject matter expert and works cross-functionally with land acquisition, design, engineering, construction, operations, legal, EHS, regulatory agencies, and environmental consultants to ensure projects are delivered safely, sustainably, and in compliance with all applicable environmental regulations.

The Construction Environmental Compliance Lead is responsible for ensuring environmental compliance throughout the construction phase of data center projects, from pre-construction through turnover to operations.
This role serves as the primary environmental subject matter expert, managing permit compliance, coordinating with internal stakeholders and external agencies, and ensuring adherence to all federal, state, and local environmental regulations.
The position plays a critical role in enabling safe, compliant, and on-time delivery of hyperscale data center construction.
- Lead environmental compliance activities across all phases of data center construction, including planning, execution, and operational turnover
- Manage environmental permits and ensure adherence to all regulatory requirements, approvals, and conditions
- Coordinate with internal stakeholders (Compliance, Permitting, Legal, Design, Construction, Operations) and external partners (agencies, consultants, contractors) to maintain compliance
- Oversee environmental consultants responsible for site inspections, reporting, and regulatory coordination
- Conduct and/or support onsite field inspections and provide real-time compliance guidance to construction teams
- Prepare, review, and submit required reports, documentation, and AHJ (Authority Having Jurisdiction) notifications
- Identify and mitigate environmental risks related to:
- Stormwater and erosion control
- Wetlands and waters (CWA 401/404)
- Air quality compliance
- Threatened/endangered species
- Cultural and natural resources
- Support permitting teams with modifications and updates driven by construction changes
- Facilitate regulatory agency, stakeholder, and community engagement efforts
- Track compliance status and provide regular reporting to project stakeholders
- Support development and execution of environmental risk mitigation strategies aligned to project timelines
- Contribute to continuous improvement of environmental compliance programs and best practices
Required:
- Strong knowledge of environmental regulations, including Clean Water Act (Sections 401, 402, 404)
- Experience supporting construction-phase environmental compliance
- Experience working with environmental permits and regulatory agencies
- Ability to manage multiple stakeholders across construction and compliance functions
- Strong written and verbal communication skills
Preferred:
- Bachelor’s degree in Environmental Science, Engineering, or related field
- Experience supporting large-scale infrastructure or data center projects
- Background in environmental permitting, inspections, and compliance reporting
- Familiarity with environmental programs such as stormwater permits, SPCC, or similar frameworks
- Combination of onsite field work (inspections and support) and offsite responsibilities (reporting, coordination, compliance management)
- Direct interaction with General Contractors, consultants, and regulatory bodies
- Critical role supporting environmental compliance throughout the data center construction lifecycle
