Position: Program Manager
Location: Onsite - Arlington, VA
Duration: 12-month Contract
Pay Rate: $50-$56/hr.
Overview:
We are seeking an experienced Program Manager to lead the coordination, execution, and governance of complex programs and regulatory reporting initiatives. This individual will be responsible for overseeing all aspects of program delivery, including planning, stakeholder management, reporting infrastructure, compliance tracking, and cross-functional coordination. The ideal candidate will have strong organizational and leadership skills, a proven ability to manage multiple workstreams, and experience driving programs that require collaboration across diverse teams and jurisdictions.
The Program Manager will establish processes, manage timelines, monitor progress, and provide executive-level reporting to ensure program objectives are achieved while maintaining compliance with regulatory requirements.
Key Responsibilities
Program & Project Management
- Lead the planning, coordination, execution, and completion of program initiatives.
- Establish program timelines, milestones, deliverables, and accountability measures.
- Monitor program progress, identify risks, and drive mitigation strategies to ensure successful delivery.
- Prepare and deliver status reports, dashboards, and executive communications regarding program performance and outcomes.
- Coordinate activities across multiple teams to ensure alignment with business objectives and regulatory obligations.
Reporting Program Infrastructure
- Design and implement tracking systems, deadline management frameworks, filing calendars, and submission workflows to support regulatory reporting requirements.
- Develop scalable processes that improve transparency, accountability, and reporting efficiency.
- Monitor reporting obligations and ensure deadlines are tracked and met consistently.
Cross-Jurisdictional Reporting Coordination
- Create and maintain centralized tracking mechanisms for state-specific reporting requirements, data elements, and submission deadlines.
- Coordinate reporting activities across multiple jurisdictions while ensuring consistency and compliance.
- Support standardization efforts and process improvements across reporting programs.
Stakeholder Management & Cross-Functional Collaboration
- Drive alignment across internal stakeholders, including Enablement, Finance, Legal, Network Operations, and other business functions.
- Establish communication frameworks and governance processes to ensure timely delivery of reporting inputs and submissions.
- Facilitate meetings, working sessions, and program reviews to maintain stakeholder engagement and accountability.
- Build strong partnerships across teams to support program success.
Compliance & Audit Readiness
- Support the implementation and adoption of repository architecture, documentation standards, and version control protocols.
- Develop and maintain audit-ready documentation and reporting records.
- Conduct compliance reviews and gap analyses to identify risks and support adherence to federal and state program requirements.
- Ensure program documentation is complete, accurate, and accessible for audits and regulatory reviews.
Qualifications
- Bachelor's degree in Business, Project Management, Public Policy, Finance, Information Systems, or a related field.
- Experience managing compliance work streams for e-commerce requirements delivery and testing
- Excellent communication, strong organizational abilities, and proactive ownership mindset
- 3-5 years of experience in program management, project management, compliance operations, regulatory reporting, or a related discipline.
- Strong understanding of project and program management methodologies, governance structures, and reporting frameworks.
- Experience managing complex, cross-functional initiatives with multiple stakeholders.
- Proven ability to establish processes, tracking mechanisms, and operational workflows.
- Excellent organizational, analytical, and problem-solving skills.
- Strong written and verbal communication skills, including executive-level reporting and presentations.
- Ability to work independently while leading collaborative efforts across diverse teams.
