Job Description:

Preconstruction Manager (4-Month Contract, High Likelihood of Extension) Location: Toronto, ON (occasional office days; majority remote) Travel: Up to 60% across Canada, including Alberta and Ontario

This role supports the delivery of industrial and logistics facilities across Canada. The Preconstruction Manager acts as the owner’s representative during the preconstruction phase, managing projects from site selection and validation through design coordination, permitting, and contract execution. This is a four-month contract position with a strong likelihood of extension based on performance and project needs.

Key Responsibilities

  • Independently manage complex industrial preconstruction projects from site selection through design completion, permitting, and contract execution
  • Work with internal and external stakeholders, including Real Estate, Design Engineering, Entitlements, Construction, Finance, architects, engineers, permitting agencies, developers, and landlords
  • Lead site selection, validation, scope development, and design management to ensure compliance with operational and design requirements
  • Manage multiple large industrial projects across various Canadian regions simultaneously
  • Perform conceptual estimating, pricing reviews, and negotiate scope and cost with developers, general contractors, and consultants
  • Own budget tracking, schedule management, and cashflow forecasting
  • Manage vendor procurement and oversee professional service providers
  • Coordinate with Authorities Having Jurisdiction (AHJ) for permitting, zoning, planning, fire code, and building code compliance
  • Review contracts, lease exhibits, technical documents, and reports including environmental, noise, and traffic studies
  • Partner with transaction and development teams on entitlement strategy and longlead procurement
  • Drive timely decision-making, identify blockers, escalate issues, and maintain project momentum
  • Prepare and present project status updates and risk reports
  • Support construction teams throughout the project lifecycle to ensure a clean handoff
  • Promote safety and sustainability throughout all preconstruction activities
  • Contribute to process improvements and updates to preconstruction procedures and playbooks

A Day in the Role

  • Coordinating with architects, engineers, and consultants on design development and scope changes
  • Reviewing site plans, composite floor plans, and design documents for compliance with project requirements
  • Negotiating contract terms with developers, contractors, and consultants
  • Coordinating with AHJs on permitting status and regulatory requirements
  • Preparing project status and risk reports for leadership
  • Supporting real estate and transaction teams on entitlement strategy and longlead procurement
  • Updating project management systems with current budget, schedule, and status information
  • Providing preconstruction expertise to construction teams as projects transition into execution

Basic Qualifications

  • Bachelor’s degree in Architecture, Construction Management, Engineering, or a related field
  • Experience as an Architect, Engineer, Construction Manager, Development Manager, or Owner’s Representative
  • 5+ years of project management experience from design through implementation, including contract negotiation
  • Experience with industrial, logistics, packaging, or processing facilities
  • 2+ years of Canadian AHJ permitting experience
  • Ability to travel up to 60% across Canada

Preferred Qualifications

  • Experience in at least two construction-related disciplines such as contracting, design, owner’s representation, or cost control
  • Advanced degree or certification in Architecture, Engineering, Construction Management, or Business Administration
  • Experience managing multi-disciplinary design involving industrial automation or robotics
  • Strong communication skills with diverse audiences including regulators, utilities, vendors, and senior leadership
  • Knowledge of Building Information Modeling (BIM)
  • CMAA or PMP certification or equivalent
