Business System Analyst Manager

Location: Toronto, Ontario (Hybrid)

 
Role Overview

The BA Manager is responsible for leading and governing the Business Analysis practice across a technology regulatory portfolio, ensuring high-quality requirements and aligned execution. This role owns the BA Centre of Excellence (COE) and combines deep BA expertise with people leadership and portfolio-level oversight. This is a management and governance position, not a hands-on delivery role.

 
Key Responsibilities
  • Lead, coach, and mentor a team of BA Leads and BA Consultants, providing guidance on analysis, deliverables, and stakeholder engagement.
  • Provide day-to-day oversight of BA work, including structuring work packages, assigning responsibilities, and ensuring timely delivery.
  • Own and operate the BA Centre of Excellence (COE), defining standards, frameworks, and methodologies for the practice.
  • Establish and enforce requirements management standards and ensure consistency in documentation and validation practices.
  • Ensure requirements are clearly articulated, traceable, testable, and aligned to business outcomes.
  • Provide leadership across the end-to-end requirements lifecycle, from intake and elicitation to validation.
  • Maintain an end-to-end view across the portfolio, identifying interdependencies, risks, and opportunities.
  • Lead and guide BAs in performing data analysis to support decision-making.
  • Drive continuous improvement in requirements practices, tools, and delivery efficiency.
  • Build strong relationships with business, technology, and regulatory stakeholders.
Required Qualifications
  • 10+ years of experience in Business Analysis, with demonstrated leadership responsibility.
  • Proven people management experience (direct or matrix), including coaching, mentoring, and performance management.
  • Strong understanding of Agile and SDLC methodologies, including backlog management and the requirements lifecycle.
  • Deep expertise in requirements elicitation, analysis, documentation, and validation.
  • Experience working in regulatory, risk, or transformation programs.
  • Strong data analysis and problem-solving skills, with the ability to derive actionable insights.
  • Excellent stakeholder management and communication skills, with the ability to influence senior leaders.
  • Experience delivering regulatory programs in banking (e.g., AML, KYC, Tax/FATCA, CRS, Financial Crime).
  • Strong understanding of regulatory compliance, audit, and reporting requirements.
  • Experience working across complex, multi-stream regulatory portfolios with strict timelines.
  • Experience developing end-to-end multi-year roadmaps with different lines of business and managing intake pipelines.
Preferred Qualifications
  • Previous experience with a major financial institution is a strong plus.
