Senior Manager, GBME Technology Business Management & Financial Transformation (TBM Office)
The Senior Manager, Technology Business Management (TBM) & Financial Transformation is responsible for leading the establishment, governance, and maturation of the TBM Office supporting GBME as part of the Project Tin-Man initiative. This role is accountable for advancing enterprise Technology Financial Management capabilities that enable end-to-end cost transparency, standardized allocation methodologies, Total Cost of Ownership (TCO) visibility, unit costing, and improved technology investment decision-making.
Aligned to Tin-Man objectives, this role is instrumental in transforming the organization from limited visibility and non-defensible cost structures to a future state of clear cost ownership, transparent consumption, and evidence-based decision-making. The role ensures that technology costs are fully explainable, attributable, and aligned to business value.
The Senior Manager serves as a strategic partner across Technology, Finance, Business Management, Enterprise Data, Architecture, and Transformation teams, and works closely with client as the delivery partner responsible for Apptio platform configuration and model development. This role requires strong functional expertise in TBM tools and methodologies to guide design decisions, validate outputs, and ensure alignment to business objectives.
The position drives the design and evolution of key TBM capabilities including Bill of IT, cost allocation governance, cost transparency, and financial analytics. It also plays a critical role in strengthening management information systems (MIS), executive reporting, and governance frameworks to improve financial accountability and decision support across GBME and Wealth Technology.
The successful candidate will combine deep expertise in Technology Finance, Financial Transformation, Management Information Systems, Data Analytics, and Process Engineering within a complex, large-scale, and highly regulated financial services environment. This role requires strong leadership, stakeholder management, and the ability to translate complex financial and technical data into actionable insights. Critically, the role demands strong business and financial acumen, with the ability to clearly articulate the value narrative of technology investments, linking cost transparency to business outcomes, risk management, growth, and efficiency.
· Establish and lead the GBME TBM Office, including operating model, governance framework, and multi-year roadmap aligned to Project Tin‑Man
· Define and mature core TBM capabilities: Bill of IT, cost transparency, cost allocation, unit costing, and TCO frameworks
· Design, standardize, and govern consumption-based cost allocation methodologies that are auditable, scalable, and business-aligned
· Partner with client (Apptio delivery lead) to guide solution design, validate cost models, and ensure outputs meet business and financial requirements (no hands-on development)
· Collaborate across Technology Finance, Architecture, Enterprise Data, CIO, and Portfolio teams to align cost structures, hierarchies, and financial data
· Establish cost ownership, accountability models, and decision rights while influencing senior stakeholders across Technology, Finance, and Business functions
· Translate complex technology cost data into clear, actionable insights including cost drivers, unit economics, and service consumption
· Deliver executive-level reporting, KPIs, and dashboards that clearly articulate the value narrative of technology investments, linking cost drivers to business outcomes, financial performance, and strategic priorities
· Lead financial transformation initiatives focused on data quality, MIS/reporting, automation, and process standardization
· Proactively challenge assumptions and identify cost optimization and value realization opportunities across technology spend
· Promote continuous improvement through workflow optimization, automation, and adoption of best practices
· Business & Financial Acumen – Understands how the bank creates value and connects technology investments and costs directly to business outcomes, risk, growth, and efficiency
· Influence & Stakeholder Leadership – Aligns technology, finance, procurement, and business leaders around shared priorities and trade-offs, often without direct authority

· Operational TBM Office with defined governance, processes, and capability roadmap
· Standardized, business-aligned Bill of IT with full visibility across applications, infrastructure, cloud, labor, vendors, and shared services
· Documented and governed cost allocation methodologies with clear logic, traceability, and audit readiness
· Defined cost ownership and accountability framework across GBME and Wealth Technology
· Established TCO and unit cost models at application, service, and product levels
· Executive-ready cost transparency dashboards and reporting with drill-down into cost drivers and consumption
· Validated and trusted financial outputs from Apptio (delivered by client), ensuring accuracy and alignment to business needs
· Improved data quality, reconciliation, and reporting consistency across financial and operational systems
· Documented and implemented process improvements and automation opportunities reducing manual effort and improving efficiency
· Actionable cost optimization insights and business cases enabling value-based technology investment decisions
· Bachelor's degree in Finance, Accounting, Information Systems, Computer Science, Engineering, Economics, Business Administration, or related discipline required.
· MBA, Master's degree, CPA, or equivalent advanced designation preferred.
· 15+ years of progressive experience in Technology Finance, Technology Business Management (TBM), IT Financial Management, Financial Transformation, Business Management, Technology Portfolio Management, or related disciplines.
· Experience working within Banking, Capital Markets, Wealth Management, Financial Services, or other highly regulated industries preferred.
· Demonstrated experience leading large-scale enterprise transformation initiatives and cross-functional programs.
· Strong stakeholder management across Finance, Technology, and Executive leadership
· Demonstrated ability to translate complex financial and technology data into clear business value narratives for executive stakeholders.
