Manager, GBME Technology Business & Financial Transformation (SME) 

Position Summary

The Manager, Technology Financial Transformation (TBM Office) supports the execution and operationalization of Technology Business Management (TBM) capabilities across GBME as part of the Scotiabank–IBM Project Tin-Man initiative.

This role is responsible for driving the day-to-day delivery of technology financial transformation activities, including cost transparency, allocation methodology execution, Total Cost of Ownership (TCO) modeling, unit costing, and financial analytics. The position plays a key role in translating TBM strategy into actionable outputs, ensuring that technology cost data is accurate, reconciled, and aligned to business consumption.

Working closely with IBM as the Apptio delivery partner, this role provides functional expertise to support model design, perform rigorous validation testing, and ensure alignment with Finance and business requirements. While not responsible for coding or development within Apptio, the role requires hands-on experience with TBM tools to effectively support implementation, testing, and ongoing optimization.

The Manager partners with Technology Finance, Enterprise Data, Architecture, and Business Management teams to improve management information systems (MIS), enhance reporting and analytics, and strengthen financial processes. The role also contributes to process engineering, workflow optimization, and automation initiatives to improve efficiency, data quality, and reporting consistency.

The successful candidate will bring deep expertise in technology financial management, data analytics, management information systems, and process engineering, with the ability to work across complex data environments and deliver high-quality financial insights in a fast-paced, highly regulated financial services organization.

Key Responsibilities

·       Support the implementation and ongoing execution of TBM capabilities including Bill of IT, cost transparency, cost allocation, unit costing, and TCO models

·       Collaborate with IBM (Apptio delivery team) to support model configuration, execute detailed validation testing, and ensure outputs align to business and financial requirements (no hands-on development)

·       Execute and maintain cost allocation methodologies, ensuring accuracy, traceability, and alignment to consumption-based costing principles

·       Perform deep data validation, reconciliation, and variance analysis across financial and operational data sources, including complex data sets

·       Apply strong understanding of service taxonomy design, cost drivers, and cloud billing structures to validate models and outputs

·       Partner with Technology Finance and Business Management teams to align cost structures, hierarchies, and financial reporting requirements

·       Develop and maintain management information systems (MIS), including dashboards, KPIs, and reporting outputs (e.g., Power BI, Apptio reporting)

·       Translate technology financial data into actionable insights, including cost drivers, usage patterns, and unit economics

·       Support TCO modeling and unit cost analysis at application, service, and platform levels

·       Identify and implement process improvements, workflow optimizations, and automation opportunities to improve efficiency and reduce manual effort

·       Maintain data governance standards, including data quality checks, lineage documentation, and reconciliation processes

·       Support financial transformation initiatives, including enhancements to reporting, data integration, and financial processes

·       Work closely with cross-functional teams (Finance, Technology, Data, IBM) to ensure alignment and successful delivery of TBM objectives

·       Accurate and reconciled technology financial data supporting cost transparency and reporting

·       Maintained and validated cost allocation outputs aligned to defined methodologies and business consumption

·       Delivered Bill of IT and cost transparency reporting, including drill-down views into cost drivers and usage

·       Developed MIS dashboards and reporting outputs supporting Finance, Technology, and executive stakeholders

·       Established and maintained TCO and unit cost models for applications, services, and platforms

·       Documented and executed data validation, reconciliation, and governance processes

·       Identified and implemented process improvements and workflow optimizations improving efficiency and reporting timelines

·       Produced financial analysis and insights supporting cost optimization and investment decision-making

·       Ensured alignment and quality of Apptio outputs delivered by IBM through robust testing, validation, and issue resolution 

Qualifications
Education

·       Bachelor's degree in Finance, Accounting, Information Systems, Computer Science, Engineering, Economics, Business Administration, or related discipline required.

·       MBA, Master's degree, or equivalent advanced designation is an asset.

Experience

·       10+ years of experience in Technology Finance, Technology Business Management (TBM), IT Financial Management, Financial Transformation, Data Analytics, or related disciplines

·       Demonstrated experience supporting financial transformation initiatives, including cost transparency, allocation methodologies, TCO, and unit costing

·       Hands-on experience working with Management Information Systems (MIS), reporting, and data analytics

·       Experience working with TBM tools such as Apptio, including model validation, reporting, or business usage (no coding required)

·       Proven ability to work across Finance, Technology, and Data teams in complex, matrixed environments

·       Experience within Banking, Capital Markets, Wealth Management, or other highly regulated industries preferred
